Environment, Biodiversity and Climate Change Topic Paper

The following topic paper intends to cover issues and options associated with the environment, biodiversity and climate change.

Waverley has an outstanding natural environment with over 80% of the borough being designated as part of the Surrey Hills Area of Outstanding Natural Beauty (AONB) and/or Area of Great Landscape Value (AGLV).  Protecting the landscape from adverse change is an ongoing challenge, especially given recent government policy and the possible loss of the AGLV notation.  The built environment of Waverley is equally important with over.  A variety of issues and options have been identified around how the character of towns and villages can be protected.

In addition, the South East Plan effectively removes the ability to designate specific areas as Strategic Gaps.  This is a particular issue associated with the Farnham / Aldershot Strategic Gap which has been designated to prevent Farnham and Aldershot amalgamating to become one large urban area.

The Core Strategy will also address Biodiversity and the protection of wildlife.

Climate change and the sustainability of new development is a key theme that will run throughout the Core Strategy.  However, this topic paper seeks to focus on:

  • how development can be sustainably designed and constructed,
  • how renewable energy and low carbon technologies can be incorporated into new development, and
  • how Waverley Borough Council will need to plan to adapt to the effects of climate change. 

Various options have been identified to address the above issues and your views were sought to establish what your preferred option might be, or whether we have identified the correct issues and options.
